Get a written take-home pay estimate before accepting a non-governmental organisation (NGO) assignment in Jordan. Ask which entity employs you, where you will perform the work and who handles Jordan payroll. Compare the amount reaching your account with the expenses you will actually pay in Amman.
Tax residence and Jordan-source income
Under Jordan’s Income Tax Law, physical presence of at least 183 days in a tax period establishes individual residence; separate visits count together. Jordan-source income can be taxable wherever payment occurs. A stay below 183 days therefore does not establish a tax exemption. Income Tax Law, Articles 2 and 3.
Keep an arrival-and-departure log supported by travel records. Give the adviser the dates of your work in Jordan, overseas trips and any work performed before or after the assignment. Visa and residence paperwork has its own purpose: use the longer-stay checklist for immigration tasks, alongside the tax calendar.
Individual income-tax bands
| Annual taxable income in Jordanian dinars (JD) | Rate on that band |
|---|---|
| First 5,000 | 5% |
| Next 5,000 | 10% |
| Next 5,000 | 15% |
| Next 5,000 | 20% |
| Above 20,000 through 1,000,000 | 25% |
| Above 1,000,000 | 30% |
These are progressive bands on taxable income. A further 1% national contribution applies to annual individual taxable income above 200,000 JD. Official reproduction of Article 11.
For example, 12,000 JD of already-calculated taxable income gives 250 + 500 + 300 = 1,050 JD income tax. This is arithmetic for the bands, not a calculation from a gross salary offer. Ask payroll to show the taxable figure separately from gross pay and the amount transferred.
Exemptions need the right eligibility and evidence
Article 9 provides a 9,000 JD resident personal exemption and 9,000 JD for eligible dependants. For specified treatment, education, rent and housing-finance expenses, the additional limits are 1,000 JD for the taxpayer, 1,000 JD for the spouse and 1,000 JD per child for up to three children. The combined family ceiling is 23,000 JD. Resident exemptions. Ask which allowances apply to your own circumstances and which receipts payroll or the adviser needs.
An organisation’s nonprofit status should not be used as the explanation for leaving tax out of your salary estimate. If the employer says a particular exemption covers your pay, request the applicable agreement or legal provision, the covered staff category and confirmation that your contract falls within it. Keep that answer with the contract.
Treaty relief: a short visit can still need several tests
Identify the treaty for your tax residence, rather than choosing one solely by passport. The Income and Sales Tax Department (ISTD) treaty directory provides the relevant country material. Have the adviser check the treaty in force, the employment or consultancy article, and any documents needed to claim relief.
For a specific example, Article 15 of the United Kingdom (UK) and Jordan convention requires all three conditions for its short-stay employment exception: presence no more than 183 days in a relevant twelve-month period; payment by or for an employer not resident in the work country; and pay not borne by that employer’s permanent establishment or fixed base there. The day count alone is insufficient. Other treaty articles and other countries’ agreements can produce a different result.
A consultant should have the professional-services treatment reviewed separately from an employee’s payroll. Record any secondment arrangement, the actual employer and which entity bears the salary cost. Ask your home-country adviser whether a return, credit or other relief claim remains necessary there.
What the offer and payslip should show
- Gross salary, payment currency and the exchange-rate method if payroll uses another currency.
- Income tax withheld, any social-security deduction and each other deduction separately.
- Treatment of allowances, reimbursements and benefits, including any tax paid by the employer.
- Whether the quoted salary is guaranteed net pay or a gross figure from which deductions follow.
- Who corrects payroll errors and provides the annual income and withholding statement.
Separate an employer’s tax-equalisation policy from a legal exemption. Ask who pays additional tax after the annual calculation and who receives a refund. For a consultancy fee, confirm invoicing responsibilities, withholding and the evidence you receive after payment. The human resources checklist helps you keep these terms with the rest of the offer.
